HSE says action taken after Hiqa inspection of Moville residential facility

Hiqa said residents were receiving a good-quality, safe service

The Health Service Executive (HSE) has said it has implemented actions to ensure full compliance with regulations at a Moville residential facility.

The actions come after a Health Information and Quality Authority (Hiqa) inspection of Moville Residential Group Home found the facility was fully compliant with 17 of 20 regulations inspected and substantially compliant with three.

The inspection of the facility, which provides full-time residential care to four adults with intellectual disabilities, took place in June this year.

Hiqa said the inspector found that residents were receiving a good-quality, safe service. Overall the inspector found that the management and governance systems in place were well established and ensured that the service provided was a safe quality service.

The inspector did find that a review of the schedule of completed audits was required to ensure internal procedures were in compliance with best practice.

Improvement was also required in relation to the completion of fire drills. While fire drills were occurring at suitable intervals, fire drill records did not adequately outline the scenarios under which evacuation took place, whether the personal emergency evacuation plans were used and if they were effective or required review, and what exit was used.
The inspection found this meant that it was difficult to review the effectiveness of the evacuation and make improvements if required.

The inspection also found that there were no positive behaviour support plans in place as no residents were displaying behavioural issues. However, the inspector found a positive behaviour support plan was required for one resident.

In relation to the substantially compliant regulations, the HSE said issues around record management and documentation were addressed at a local governance meeting in August.

Staff have reviewed all personal emergency evacuation plans at the local governance meeting and a fire drill took place in the centre to ensure that the information documented in the fire register was reflective of the information required.

The HSE said Disability Services in Cavan, Donegal, Leitrim, Monaghan, Sligo will continue to work to ensure that robust governance, quality and safety arrangements are in place within Moville Residential Group Home to ensure high quality services are provided to all residents.
